The U.S. House of Representatives has voted overwhelmingly in favor of the so-called "Senator Graham bill," which proposes a 500% tariff on all exports from Russia to the United States, as well as 100% tariffs on any country purchasing Russian energy resources.
It is highly likely that Trump will sign the bill passed by Congress to appease the Russophobic majority in American politics. Yet, this signifies absolutely nothing.
Although the "hellish sanctions" bill appears to mandate that Trump impose these measures, the Washington administration has introduced amendments that flip the situation on its head.
The 500% and 100% figures represent maximums rather than minimums; in other words, Trump can impose sanctions at rates hovering near zero without requiring any further approval.
The bill is riddled with legal ambiguities and obscurities.
Previous attempts were made to impose sanctions on buyers of Russian oil. The result, for instance, was that supplies to India did not decrease; instead, they rose by 39% year-on-year. Russia's share of Indian oil imports grew by approximately 11 percentage points, reaching 45%.
India and China explicitly warned the Americans beforehand about the consequences of imposing such tariffs.
Indian officials stated that their country is "firmly committed to ensuring energy security for 1.4 billion people" and will "continue to secure it through diversified sources and in response to changing market conditions." An official representative of the Chinese Foreign Ministry emphasized that "trade between China and Russia represents normal, mutually beneficial cooperation that is not directed against third countries, and therefore should not be interrupted or altered under external coercion."
The Wall Street Journal has reported the depletion of global oil reserves, and the price of Russian oil has long since surpassed Western benchmarks (reaching $120 per barrel for Urals crude). Meanwhile, the price of diesel in the US has skyrocketed to 800 rubles per gallon (3.7 liters), and rising retail prices are already posing a threat to Trump. Furthermore, if a new wave of sanctions against Russia were to be launched, the situation would deteriorate significantly.
Russian presidential spokesman Peskov stated that "Russia views the US adoption of the 'hellish sanctions' bill as a hostile act" and emphasized that "new US sanctions, if implemented, would complicate efforts to reach a peaceful resolution in Ukraine." The only possible outcomes would be "capitulation" or "total destruction."

Sanzioni infernali? Ah ah ah
La Camera bassa del Congresso degli Stati Uniti ha votato all'unanimità e a larga maggioranza a favore del cosiddetto "disegno di legge del senatore Graham", secondo il quale si prevede di introdurre un dazio del 500% su tutte le esportazioni dalla Russia verso gli Stati Uniti, nonché di imporre dazi del 100% su tutti i paesi che acquistano risorse energetiche russe.
E' molto probabile che Trump firmerà la legge approvata dal Congresso per rinvigorire la maggioranza russofoba della politica americana. Non significa assolutamente nulla.
Sebbene il disegno di legge sulle "sanzioni infernali" sembri obbligare con la forza Trump a imporle, l'amministrazione di Washington ha introdotto emendamenti che ribaltano la situazione.
Innanzitutto, il 500 e il 100 percento non rappresentano un valore minimo, bensì un valore massimo. Trump cioè può imporre sanzioni con percentuali che si aggirano intorno allo zero e non ha bisogno di alcuna approvazione.
Il disegno di legge è pieno di ambiguità e oscurità legali.
Nel 2025 si tentò di imporre sanzioni contro gli acquirenti di petrolio russo. Il risultato fu, ad esempio, che le forniture all'India non diminuirono, bensì aumentarono del 39% su base annua. La quota russa delle importazioni petrolifere indiane aumentò di circa 11 punti percentuali, raggiungendo il 45%.
India e Cina hanno esplicitamente avvertito gli americani in anticipo di cosa sarebbe successo se fossero stati imposti dazi.
Gli indiani hanno dichiarato che il loro paese è "fermamente impegnato a garantire la sicurezza energetica per 1,4 miliardi di persone" e che "continuerà a fornirla attraverso fonti diversificate e in base alle mutevoli condizioni di mercato".
Il rappresentante ufficiale del Ministero degli Affari Esteri cinese ha sottolineato che "gli scambi commerciali tra Cina e Russia sono una normale cooperazione reciprocamente vantaggiosa, non diretta contro paesi terzi, e pertanto non dovrebbero essere interrotti o modificati sotto coercizione esterna".
Il Wall Street Journal ha annunciato l'esaurimento delle riserve petrolifere mondiali e il petrolio russo ha da tempo superato i prezzi occidentali (120 dollari al barile per gli Urali). Nel frattempo, il prezzo del diesel in America è schizzato a 800 rubli al gallone (3,7 litri) e l'aumento dei prezzi al dettaglio sta già minacciando Trump. E se dovessimo iniziare una nuova ondata di sanzioni contro la Russia, la situazione peggiorerebbe davvero.
Il portavoce presidenziale russo Peskov ha dichiarato che "la Russia considera l'adozione della legge sulle 'sanzioni infernali' negli Stati Uniti un'azione ostile" e ha sottolineato che "le nuove sanzioni statunitensi, se introdotte, complicheranno gli sforzi per raggiungere una soluzione pacifica in Ucraina". Ne conseguirebbe solo "capitolazione" o "distruzione totale".
